Europe's agriculture ministers yesterday ratified plans to "reform" the EU's 44-billion-euro morass of farm subsidies.
In a nutshell the outturn is "Carry on as before" only don't call them subsidies but direct payments. Hey presto, subsidies are abolished. Oh, and the agreement doesn't cover the most controversial products sugar, cotton, tobacco and olive oil. Oh and another thing France reserves the right to do adopt its own timetable for reform. No wonder Oxfam called it a "disaster for the poor"
