The comment from Africa in misinformed. US farm subsidies are very unfair, but they do not cause low prices and oversupply. Most Africans do not understand the history of the US farm bill's Commodity Title. We're price leaders, with large export market shares. Prices are usually low economically because the commodities lack price responsiveness in free markets, and politically because the US lowered price floors and supply management. The Africa Group at WTO supports my position: supply management and price floors (see http://www.tradeobservatory.org/library.cfm?refid=88129) (and for consumers of food, price ceilings and reserve supplies).
